IntelliJ terminal: scrolling jumps to top instead of scrolling within conversation

When using Copilot CLI in IntelliJ's integrated terminal, scrolling up jumps to the very beginning
of the terminal session instead of scrolling within the conversation output. Claude Code does not have this issue in the
same terminal.
