Release of 1.2.8 failed with the message "Failed to upload plugin: Upload failed: You have not accepted the Plugin Developer agreement."

I don't have access to the Jetbrains account managing the plugin, so I'm currently unable to release new versions.

We made some progress here but still need to try to get this moved to ddev.com.
